    Remove "\write-1{}\vbox{}" equiv. from l3galley
    
    It's not clear to me at the moment why this is there in
    LaTeX2e's \clearpage (the comment in ltoutput.dtx is not
    enlightening). However, what is clear is that as we are
    not adding the \write to the MVL we also shouldn't add
    \vbox{}, as it leads to a 'spare' page.
