No &# at all. Is the version of latex2html an issue perhaps. I'm no
ubuntu 19.4 and for version I get:

  bob$ latex2html --version
  This is LaTeX2HTML Version 2019 (Released January 1, 2019)
  by Nikos Drakos, Computer Based Learning Unit, University of Leeds.

Looks like I might need to use Ross' suggestion and post-process the
.html file???
