[l2h] Commit "fallback for unknown column types" and other things

Hi,

first to introduce myself - I took over the maintenance of latex2html
packaging for Debian as it's used for the documentation of Bacula, which
I also maintain for Debian.

I found the commit of Oct 26 to fix the broken translation of some
tables. I made a test run and the tables do look better indeed. I still
see spurious "Â" characters in the tables though that are not in TeX's
PDF output. Does someone have an idea about that? I've attached the new
HTML-output of the table described at [1].

Also, I'm using two patches to address bugs I found, you can review them
here [2] [3].

Lastly, in Debian unstable (which will become Debian 10 next year) a
problem appeared that although building with "configure
--with-perl=/usr/bin/perl" configure uses "/usr/bin/perl5.28.0" which
then ends up in the first line of latex2html, pstoimg and texexpand. I
think configure should honour my command line argument?
