Hello.  In my .tex file $\dot{\phi }$ in text produced the Roman letters "phi" with a dot over that group of Roman letters instead of the desired Greek letter "phi" in my output file.  I have been using pdflatex commands and the combination of latex plus latex2html commands.  I am not certain whether my output file was produced using a pdflatex or a latex2html... command.  But my "workaround" solution was to generate an equation including \dot{\phi } in it.  Then the output was okay.  Here are the versions and/or dates and/or years of the relevant codes I found I have installed on my computer:
