Please check the filename and the file size.

http://saftsack.fs.uni-bayreuth.de/%7Elatex2ht/current/latex2html-2002.tar.gz

 name: latex2html-2002.tar.gz
 size: 1076902 Byte

Some browser expands *.gz files at downloading, and some one 
remove the extension .gz from the name. So, if your file name
is "latex2html-2002.tar" and file size equals 1076902 byte, 
then you may change the name of the file from 
"latex2html-2002.tar" to "latex2html-2002.tar.gz".
