[l2h] dvips version detection error

Hi,

I am installing latex2html on Windows 2000 and get

checking for dvips... 
checking dvips version... no
Error: could not determine dvips version
Warning: Will not be able to generate images due to above failure.

but when I check it, i get

C:\...>dvips
This is dvips(k) 5.86 Copyright 1999 Radical Eye Software (www.radicaleye.co)
Usage dvips [option] ...filename[.dvi]

Please help me to solve it, thanks so much!
