[l2h] about the \hyperref[hyper]{}{}{}{}

Dear all,

  The \hyperref[hyper]{}{}{}{} can only appear the first
  one in the same section(subsection, thebibliography)
  in the HTML file, I attch an example for testing.

  How can I avoid this situations? Thanks in advance.
