I think I've tripped over a bug in table generation
A table like this
\begin{tabular}{|*{13}{c|}}
\hline
& & 1 & & & & & & & & & & \\ \hline
& & & 1 & & & & & & & & & \\ \hline
& & 1 & & & & & & & & & & \\ \hline
\end{tabular}
generates html like
<TD ALIGN="CENTER"> </TD>
<TD ALIGN="CENTER">1</TD>
<TD ALIGN="CENTER"> </TD>
<TD ALIGN="CENTER"> </TD>
<TD ALIGN="CENTER"> </TD>
and displays as expected. However, if you change the size of the font by
adding a \small before the table, we get
<TD ALIGN="CENTER"><FONT SIZE="-1"> </FONT></TD>
<TD ALIGN="CENTER"><FONT SIZE="-1"> 1 </FONT></TD>
<TD ALIGN="CENTER"><FONT SIZE="-1"> </FONT></TD>
<TD ALIGN="CENTER"><FONT SIZE="-1"> </FONT></TD>
<TD ALIGN="CENTER"><FONT SIZE="-1"> </FONT></TD>
<TD ALIGN="CENTER"><FONT SIZE="-1"> </FONT></TD>
<TD ALIGN="CENTER"><FONT SIZE="-1"> </FONT></TD>
<TD ALIGN="CENTER"><FONT SIZE="-1"> </FONT></TD>
and none of the boundaries of the empty cells are displayed. This
happens in LaTeX2HTML Version 2002-1 (1.68) and in 1.70.
