[l2h] Apparent bugs in 2002-2-1

With the 2002-2-1 I had serious problems with defaults settings.

1) $LOCAL_ICONS = 1;
   in l2hconf.pm is ignored (was not with 2k.1beta). Thus it requires the local 
option -local_icons in command line... which becomes extremely long and heavy.

2) Setting Icon type to GIF in l2hconf.pm is ignored in the same way. Thus I had 
to use PNG icons, with the trouble of uploading the *.png icons in my various 
web sites.
