Maybe.
But remember that the issue is not whether you (the author) have such a restriction,
but whether any of your readers have this restriction.
If so, then you web-site will be either unreadable to them,
or navigation will not work properly.

Besides, 32 characters is more than enough for a filename;
especially if you need to *type* it into a browser's location-bar.
