[l2h] install hangs at "checking dvips version..."

I am trying to install latex2html on my Win98 machine,
following the instructions at
www.mayer.dial.pipex.com/l2h

When running config.bat, I get as far as "checking
dvips version ... " and then install.bat just stops.

I have a working install of miktek 2.1 on my machine,
with  version 5.86 of dvips.

Any helpful hints,oh great wise ones?
