[l2h] Making an external URL a real "section" or "subsection"?

 What is the command (the LaTeX command) to make an external URL (as
referred to by \htmladdnormallink{..}{http:...}) be considered as a
\section, \subsection, etc., in the tables of contents and child links.

 \htmladdto TOClink does not seem to be efficient?
