[l2h] config.pl not compatable with netpbm-9.6 pnmcrop

FYI,

When the pnmcrop from netpbm-9.6 is invoked:

pnmcrop -l timg.pnm, it errors out with:
pnmcrop: The image is entirely background; there is nothing to crop.

I created a different timg.pnm which does not cause these errors:

$ pbmmake -gray 2 2 > timg.pnm


BTW, I am not on this list.
