Hello!

I have LaTeX2HTML Version 99.2beta8 (1.42) and
amsart.perl  10-01-97
amstex.perl  9-30-96 Revision 1.23  1999/06/11 09:57:23

I run 'latex2html -html_version 3.2,math' on

\documentclass{amsart}
\end{htmlonly}
\startdocument

\overset{\text{insert\strut}}{
\begin{pmatrix}

\end{pmatrix}}
$$

I also tried  

\usepackage{amsmath}

(with amsmath.perl,v 1.20 1999/06/11 09:57:25)

with the same result.
