[l2h] `~' in the bibliography

Hi,

let me please suggest to remove the line in `do_env_thebibliography'
that removes the `~'. IMHO this happens too early, as packages like
`hthtml' have no chance to handle `~' special.  As `~' will be cleared 
later, there is no need in `do_env_thebibliography' to remove `~'.

It's line 11465 of latex2html.pin (99.2alpha12).
