[l2h] Frames+navigation.

Hi,

I experienced two small problems.

When compiling a latex document with options

-nonavigation -html_version 4.0,frame

the navigation panel does not disappear as I supposed to.
But I might be wrong of course.

Moreover, if you use the fancy balls (such as redball) in the \htmllist 
environment then it seems to be necessary to use option

-local_icons

It seems that only the file extension is inserted into the final
document. I tried to look at the perl code but did have success
at coming up with a potential fix.
