[l2h] Redefining $FRAME_HELP?

Final comment on frame.pl before I go back to doing `real' work!;

It looks like it should be possible to customise the value of 
$FRAME_HELP in the .init file (to give symmetry with $REFRESH_BUTTON 
if nothing else) but it seems the value of $FRAME_HELP is ignored and 
is overwritten by the default.  Again, this is v99.1.
