[l2h] Contents link in noframe section

With frame.pl, shouldn't the contents link in the NOFRAME section be 
a link to the contents page itself, as with frame-free latex2html, 
rather than a link to the contents view frame?

Looking at my test pages with Lynx and an old version of Chimera that 
happened to be lying around, it seems that the contents link in the 
NOFRAME section is rather pointless, if not misleading...
