[l2h] Unwanted <BR> in labelled section headers

In latex2html the following latex

\section{My Section}
\label{sec:mysection}

Introduces an extra <BR>, as in the following HTML (using v99.1 with 
frame,4.0):

<H1><A NAME="SECTION00030000000000000000"></A><A NAME="sec:mysection">
</A>
<BR>
My Section
</H1>

which adds unwanted white space before the section title.
