[l2h] Natbib citations don't show up.

I used the natbib citations package in my papers; when converting
using latex2html, the main body of the paper doesn't have the citations,

e.g:  ~\citep{xct}  in the LaTeX file
becomes a blank space (  ) in the html document.

The bibliography page comes out correctly.

I am using the 98.1p1 release.  (The apalike bibstyle works correctly)
What is wrong?
