[l2h] harvard citations

Hi all,

I'm using l2h 98.1
I have been having problems with \citeasnoun. 
Basically, the citations are not appearing the html output but the
references are being put in the ref. cited. 

harvard.perl points to natbib.perl as mentioned in the archives.

Any other suggestions?  Should I upgrade to 99.*?
