[l2h] Please Help -> latest version & NT?

I checked on
http://ctan.tug.org/ctan/tex-archive/support/latex2html/sources/
and here 98.1 seems to be latest version but this is unix version.
Where can I get latest version for NT?
I looked in http://www-dsed.llnl.gov/files/programs/unix/latex2html/pc/
but there is nothing in there. Who officially maintains/develops
latex2html now? It seems Nikos no longer does.
Thanks for those who gave me links for Perl, Cyg-Win, the 4TeX
distribution you need to pay for so I think I will download the free
MikTeK, is this good for PC?
