[ho-tex] Oberdiek Package Support Group (was: CTAN Upload: Oberdiek)

Hi all again,
To complete things I have deleted authorizations for authors Karl Berry
and 'The LaTeX Project' to upload Heiko's stuff as this is covered by
the author "Oberdiek Package Support Group" where Karl and 'The LaTeX
Project'  are members anyway.
