I think I'm ready to upload new hyperref and oberdiek bundles to ctan
I drafted an announcement but thought I'd pass it by here first for
comment. Editorial improvements welcome:-)

Update of oberdiek and hyperref bundles on CTAN.
The incompatible changes to luatex in recent luatex versions have
required updates to most packages that have any "driver" or "engine"
specific features.
In particular this has affected ifpdf and hyperref packages.
Heiko Oberdiek has not had time to update packages due to other
pressures on his time and so Heiko and the members of the LaTeX3
and TexLive projects have agreed a new support mechanism.
The github organisation
https://github.com/ho-tex
forms a public repository for maintaining the packages.
Issues may be reported on the github site, for example:
https://github.com/ho-tex/hyperref/issues
https://github.com/ho-tex/oberdiek/issues
Additional repositories may be added if updates are needed.
Issues may also be reported to the ho-tex at tug.org mailing list.
The new mechanism allows small updates to packages to be made as needed.
Currently concentrating just on luatex compatibility issues.
The update to ifpdf and hyperref uploaded this time allow correct
operation with luatex 0.90 as distributed in texlive 2016, and brings
the CTAN distribution of these packages to the same functionality as
the versions in the texlive 2016 pretest distribution.
