[fptex] jadetex

I did the right changes in fmtutil.cnf, it has been necessary to build latex.fmt and pdflatex.fmt too (adding some lines in the config). So now jadetex.exe and pdfjadetex.exe work but I think it will be better to change *.exe files in order that they could work with etex.
