set TEXINPUTS=../sharedfiles;

should do it, the extra semi-colon to instruct kpathsea to prepend the
path to the original value of TEXINPUTS (less risks to mess it up). But
you also need to make sure that the openin_any and openout_any params in
texmf.cnf do not prevent to open files that are not under the current
directory.
