[fptex] win32 static binaries

Thanks! After replace the previous version, pdftex works well.

I see the static version dvipdfm package included the dvipdfmx.
Thanks again. But it has not include the config files and CMAP files
for dvipdfmx. I think it will be better to packed those files.
