this is an elderly issue :-} it is discussed in some
detail in The LaTeX Web Companion.

basically, you have to put an invisible box around the
while thing

 {\color{white}\fbox{\begin{pspicture}...\end{pspicture}}}

and then dvips -E will work as expected
