[fptex] Adding $HOMETEXMF to TEXMF slows down compilation

There is no ls-R file for HOMETEXMF, and if that is on a networked drive
it will be slow (is here).  So add !! and index that tree (directly or
indirectly via mktexlsr) and it will speed up.
