[fptex] No room for a new \write + index

I'm not a fpTeX specialist, but it seems strange you have only one
texmf.cnf. You should have at least two : one in the texmf\web2c directory
and another in the texmf.local\web2c directory. Try to copy the one you have
modified to the directories listed above.
