[fptex] TeXSetup blocks when rebuilding fmt files

I did have this problem with 0.5 install but Norton, although present on my 
machine, was not activated. I only run it on command. I do have a firewall 
called AtGuard active. I believe this was bought out and is now part of 
Norton's stuff, so perhaps that is at the root of it. If I get time I'll try 
the install again to a test area w/o AtGuard active.
