[fptex] TeXSetup old problem

There used to be an old problem with TeXSetup failing to build format
files under Win98. I have no idea what could trigger it. But I have
built an experimental new TeXSetup.exe available here :

If anybody who encountered this problem could try this new version and
report about success/failure, that would be helpful. I make no promise
wiht the first try, but I need to sort this issue out.
