[fptex] fptex 0.5-beta3

I am uploading it:

It is based on the current status of texlive 6.

Just grab TeXSetup.exe from this directory and provided you have a
good network connection, you should be able to let it retrieve and
install the packages from the net.

I really would like to know if we can make it a final 0.5, that does
not mean everything is perfect, but it should install and provide the
users with a workable environment. Please report anything wrong with
this setup.
