[fptex] Unusual missing format error

What Windows version ? If it is WinME, then :
http://www.tug.org/texlive/bugs.html

Else, check by opening up a console :

TEXMFCNF should point to c:/Local/TeX/texmf-var/web2c

c:\>kpsewhich latex.fmt
c:/Local/TeX/texmf-var/web2c/latex.fmt
