[fptex] fptex 0.5beta-2 install

I tried out the 0.5beta-2 install but it seemed that not much is
improved, ;-). This time, I tried an internet install on a W98 SE
machine with tex-basic and pdftex.

The main problems:

1. mktexlsr cannot make the ls-R database files and TeXSetup stopped.
I have to manually setup the path to generate them and the .fmt files.

2. pdftex still says "pdftex.pool doesn't match".

3. TexSetup.exe seemed not able to locate the tpm directory/files
when installing additional package(s) after the initial setup. 

Of course, I don't understand very well how TexSetup works. I cannot
find the documentation on it. Here's what I think it should do, or I
hope it will do.

1. Read the existing tpm directory/files.
2. Compare with the one in the installation directory/CD-ROM or internet
and show a list of packages not yet installed for user to select.
3. Install the packages selected by the user. 
4. And better still, tell the user that there are dependencies and that
they will also be installed.
