fptex 0.4 installation

The version 1.0.2 of TeXSetup.exe that's currently on ftp.dante.de in
/pub/fptex/0.4, dated Sept. 28. When I do a custom install, entering values
for the locations of my home and local trees, these variables nevertheless
end up commented out in my texmf.cnf file.
