windvi insists on using hplaser MF mode

Since dvips is set up on my machine to use ljfour as its default mode, I'd
like windvi to do the same. Unfortunately, it seems to insist on using
hplaser mode, regardless of what I ask it to do:

1) Changing mktex.cnf seems to have no effect.

2) Going to windvi "options", and asking to use LJ4 mode (and 600dpi)
TEMPORARILY changes the settings in windvi.cnf to ljfour, but the next time
you run windvi, it changes the settings right back to hplaser again, and
always uses hplaser mode whenever it generates fonts.

Am I missing something?
