How to update pdftex ?

To install this version, i have removed my previous version, extracted all the zip files ...
and then, i don't know what to do ..
mktexlsr dont run since the cnf files are not up to date. So i took my old cnf files and it
worked.
I tried to rebuilt the format file and it doesn't work. What procedure should i follow ?
