Windvi (in 0.4alpha) cannot write windvi.cnf

Dear fellow fptex users,

Has anyone encountered this problem?

In the 0.4alpha version of windvi.exe, after you change the 
options (View|Options) and exit, it says
        "$HOME/windvi.cnf not writable !" 
and the change is not effected. 
My texmf tree is under c:\TeX and windvi.cnf is in c:\ and HOME has not been
set. 
This configuration worked with the previous (0.3e) version.

BTW, it takes quite a long time (a few seconds) for windvi to load (on my P-2
400 MHz/128M RAM/win95 /OSR2).
