[fptex] dvips problem

We downloaded fptex from

     ftp://ftp.dante.de/pub/tex/systems/win32/fptex

  We installed it in a  machine with Windows NT and everything
  seems to work fine.

  But when we installed the same download into a
  a machine with operating system  Windows Me

  Latex and windivi seem to work fine
  but dvips gives an error message (see attached
  pdf for more details) that reads

  the DVIPS.EXE file is
  linked to the missing export KPATHSEA.DLL:@pclose@4.

 What could be the problem?
