0.3 and 0.4 (was: Re: fptex-0.3b (based on tetex-990429))

Lets clarify the situation :

- the message about is 0.3b was absolutely unintended . 

- the version of fptex on ctan is 0.3-beta5 and I wanted to 
release it. But it seems harder and harder to stop trying to
cure some bugs. I'll try to make windvi a little bit more 
consistent and will stop 0.3 at this point.

Next, there are a few things already in the pipe for 0.4

- leave InstallShield and switch to something easier
- texconfig
- a print command available as a command line tool
- some inner things to fix in kpathsea

Probably a few other things ....
