FP> Your variables in texmf.cnf or environment should be~:
FP> TEXMFLOCAL=c:/TeX/texmf.local
FP> TEXMF={!!$TEXMFLOCAL,!!$TEXMFMAIN}
I removed !! and everything went fine, though I don't know why - due
to kpathsea docs, !! just changes the area of search (disk/database).
