This was my error. Thanks a lot to the two of you who helped, I was way
fooled to think the problem was elsewhere.

A small batch file which copies the most commonly needed files when
running latex to a fast local directory from the slow server. Then tex is
set up so it prefers loading files from the fast disk rather than from the
slow, if it exists.
