Do you at least make use of inputenc? The redeclaration
\DeclareInputText{133}{\textellipsis}
should provide you with a clean translation input->LICR. Then you need to
use an output encoding providing a \textellipsis (to get the
LICR->horizontal material translation), but you already seem to have
customised that anyway.
