up-to-date 8r.etx and 8y.etx

Hi,

now that PSNFSS 9 has been released, it's time to update
8r.etx so as to match the new TeXBase1 encoding vector,
i.e., add the /Euro in slot 128.

An updated 8r.etx is available in the directory

  <http://home.vr-web.de/was/fontinst-prerelease/> .

The directory holds also an updated 8y.etx, with /Euro
in slot 1, and an updated file manifest.tex.

I'd like to upload these file to CTAN and replace the
coresponding ones in the fontinst-prerelease distrib.
Is this ok?
