Up to and including v1.8, yes, but as of v1.9, no.

In v1.9 there are two commands \resetkern and \unsetkerns. In the next
pre-release version (which is not on CTAN yet), there will also be three
commands \noleftkerning, \norightkerning, and \noleftrightkerning.
