it isnt, trust me. thats done in the virtual font

dang.  the t1ptm.fd actually does ask for ptmr8t.  so instead of saying

ptmr8r Times-Roman "TeXBase1Encoding ReEncodeFont" <8r.enc, I should say

ptmr8t Times-Roman "TeXBase1Encoding ReEncodeFont" <DC.enc?  or should
that still say <8r.enc?
