[edutex] wiki draft

Comrades,

Attached is a draft for part of the edutex wiki. Most of it is general  
objectives etc but there is also the beginning of syntax specifications.

It will be much more legible when it is on the wiki. I'm circulating  
it in this form now because:

- I'm meeting with Don tomorrow to discuss these and other things. If  
you have immediate comments I can have them in mind when I talk to  
Don. But send them privately to avoid clogging the list; I'll  
incorporate them in a later note.

- I'm not up to dealing with a wiki. Joe Corneli will be our  
wikimaster and will make it beautiful. (Thanks Joe!)

All of this is open for discussion. The wiki will be used to record  
current status and is subject to change.
