    It was not clear to me how it would be possible to build dvipdfmx
    without building TeXLive as a whole.

Here is my attempt at writing that up:

Now that I think of it, it probably couldn't hurt to put that link in
the README for the various program directories where it's most likely to
be desired.

Granted the process is far from ideal, but that's where we are. -k
