[dvipdfmx] Scaled PK fonts are broken

That was in W32TeX in which pdftex.map is not used for dvipdfmx.
In W32TeX, I'm using the map format of dvipdfmx's own.
Please try

T1FONTS=/tmp dvipdfmx -f test.map x

where test.map is:
% test.map
cmr7 default cmr7


It seems that the map format of dvipdfmx's own is required in order
to call mktexpk correctly.
